What is Chain of Responsibility?
Chain of Responsibility (CoR) is a legal framework under the Heavy Vehicle National Law (HVNL) that holds every party in the transport supply chain accountable for safety outcomes — not just the driver. This includes consignors, consignees, schedulers, loading managers, operators and directors.
If a heavy vehicle is involved in an incident and it is found that speed, fatigue, mass, dimension or load restraint contributed to the event, every party in the chain can be held liable — with penalties including fines of up to $300,000 and imprisonment.
